In 2018, the Circular Construction Economy Transition Agenda (CBE) was drawn up as a follow-up to the 2017 Raw Materials Agreement and the government-wide programme 'The Netherlands Circular in 2050'.

Circular construction means developing, using and reusing buildings, areas and infrastructure without unnecessarily depleting natural resources, polluting the living environment and affecting ecosystems. Building in a way that makes economic sense and contributes to the well-being of people and animals. Here and there, now and later.

The ambition is to make the entire built environment circular by 2050, including residential construction, non-residential construction and the GWW sector. The CBE Implementation Programme, a collaboration between government and industry, was launched in late 2018. Its duration is 2019-2023. The Ministries of the Interior and Kingdom Relations (Construction) and I&W (GWW) are responsible for progress and results.
